Wan 3.0 has no licence to read

Wan 2.1 and 2.2 are published under Apache 2.0 by the vendor's own organisations. Wan 3.0, the version a hosted service in this register bills per second, publishes no weights, so it has no public licence at all. As of 2026-09-12.

1Version numbers carry the licence, not families

Apache 2.0 on 2.1 and 2.2 is durable: weights published under it stay published under it, and no later decision reaches back. The reverse is also true, and it is the half people forget.

Nothing in the earlier licence obliges the vendor to release the next generation, or to release it under the same terms. Each release is its own decision.

2Why the gap is easy to miss

A sentence like this family is permissively licensed is true and will be quoted at the wrong moment. The version behind a hosted rate is the one a buyer has been watching in demos, and it is not the version in the repository.

The register keeps model pages and hosted pages apart for exactly this reason, and lists the sold version as having no published weights rather than leaving it out.

3What a reader can actually do with the open half

Quite a lot. Apache 2.0 on a 5B text-to-video and image-to-video model, described as running on a consumer 4090, is a usable combination for anyone whose plan does not depend on the newest generation.

What it is not is a route to the hosted output at zero marginal cost. Those are different weights, and any quality comparison between them compares generations.
