1Naming the model and version is what makes this checkable
The price list names the model and the version next to each rate, which is why this entry can exist at all. A hosted service that sold unnamed house tiers could not be placed against a repository, because there would be nothing to place.
Being able to make the comparison is the point rather than the conclusion. What it shows is that the version being sold, 3.0, is one the model's vendor has not released, while 2.1 and 2.2 are in the open. That is a fact about the model's vendor, not about the service reselling it.

2What a local alternative would and would not give you
Running published Wan weights locally gives an earlier generation of the same family under a permissive licence, on hardware the repository describes in its own terms: a 5B model on a consumer card, or 80GB of VRAM for larger commands. It does not give the version behind the hosted rate.
It also gives none of the layer this service sells around the model, which is script analysis, a persistent cast and episode assembly. This register records the model question only; the rest is out of scope here by design.
