Open weights come under two kinds of licence
The word open covers two different things in this register. Three families publish under Apache 2.0, whose terms a reader already knows. One publishes under a licence its vendor wrote. One splits: Apache 2.0 on the smaller model, a project licence on the larger. As of 2026-09-12.

1A standard licence is one you do not have to read
Apache 2.0 is known ground: a reader who has cleared it once has cleared it. A licence named after the company that wrote it has to be read every time, because nothing about the name tells you what is in it.
That difference is practical rather than moral. Both are published weights, both can be downloaded, and only one of them can be assessed without a lawyer's hour.
2The split case is the one that catches people
Checking the licence on a family's smaller model and assuming it carries to the larger one is a reasonable-looking move that is wrong here. The register keeps licence per model rather than per family for that reason.
It is also a reminder that a repository is not a single artefact. One URL can hold several releases under different terms, and the terms live in the model card rather than the README.
3What this register deliberately does not do
It does not summarise what any licence permits. A one-line paraphrase of a bespoke licence is the sort of helpfulness somebody ends up relying on, and the licence file is one click from every row here.
What it does do is name the licence exactly and date the reading, so that a reader knows whether they are on known ground before they spend any time.
