1A community tag is not a permission
Names ending in community usually mark terms written for research and hobby use, with anything commercial handled elsewhere. Reading the tag as a grant is the single most expensive misreading available in this column.

2Why the redirection matters more on a small model
This is a 2B release, which is the size most likely to be picked up by someone without a legal department: small enough to run on modest hardware, old enough to be well documented, easy to drop into a prototype.
The lower the barrier to running something, the more likely the licence step is skipped. A 24B model that needs eight data-centre cards gets read carefully because somebody has to approve the cards.
3What is recorded and what is deliberately not
The entry holds the tag, the fact that commercial use is directed elsewhere, and the page it was read from. It does not hold a reading of the separate licence, because that reading would be the part a user quoted back later.
Anyone whose plan is commercial has to open the second document. The register can tell them it exists, which is the part that is easy to miss and cheap to record.
